First, adding omint.jar to the classpath in the Windows Services Registry Key and to the startrbs.pl. This resolved the issues with the RBS starting up correctly.
Secondly, when running the RBS as a Service that the omenvironment.properties file is copied over from the userid that did the install into the "default" userid. Or run the service under a specific logon account that has the omenvironment.properties in the %USERPROFILE%Application Dataopenmake directory.
